General description of the housing situation
Buying a house
Due to the high housing prices, very few people can afford to purchase a private residence.
Only Iranian nationals can purchase a property, therefore you have to produce a birth certificate. This condition would be in addition to provision of the certificate of completion of national military service for males.

The average cost for a 100-sqm apartment is IRR10,000,000 per sqm and above in Tehran and IRR5,000,000 and above in other provincial capital and the major cities. There are cheaper accommodations available far from the city centers.

Renting
To rent a property in Iran, there is no nationality condition though one should hold a proper ID (birth certificate or national ID card in most cases), deposit an installment which usually is IRR 10, 000,000 plus, and render signed cheques to cover rent for 12 months.

Example of rental fees
In Tehran, the capital, the average rate for a two-bedroom apartment is 4,000,000 Rials per month and higher. In major cities such as Isfahan, Shiraz and Mashad the rent for the same apartment is is bit lower around 3,000,000 Rials and in rural areas the rent for the same size apartment is 1,500,000 Rials. There are less expensive accommodations in areas far from the city center.

Social grants for housing
There is no social housing grant available in Iran, though one could get use of banking facilities. The only exceptions are subsidized housing facilities which are provided by authorities to some employees of the government or armed forces. Generally the maximum bank loan for a single residential unit stands at 120 million rials, 80 million of which is to be transferred to the home purchaser on long-term repayment. Bank-e Saderat has increased the loan ceiling for house purchase on the basis of repayment-on-installment procedure to 80 million rials, which will be handed over for projects with at least 30 percent physical progress and confirmed to be in compliance with construction standards.
