Overview
The health care system consists of three distinct tiers: Primary, Secondary, and Tertiary healthcare.
Primary care is defined as the first point of contact of a consumer with the health care system, and it includes general medical care for common conditions and injuries, as well as health promotion and disease prevention activities. The Primary Health Care sector is composed of general practitioners, called family doctors . 2000 primary health care services were rendered by 36 family doctor centres, 366 health centres and 441 general practitioner (GP) offices.
Secondary care is provided by general hospitals. The former district hospitals were scaled down to an average of 215 beds and to 4-5 basic specialities, whereas the central judet hospitals (with 550 beds on average) provide a broader range of specialties and serve as referral institutions at the judet level(Department for International Development (DFID) Health Systems Resource Centre Health Profile on Moldova). Secondary care refers to specialized ambulatory services and basic hospital
care (excluding long-term care institutions). Tertiary care refers to specialist treatment.
Health insurance: preconditions and costs
The State provides a State Healthcare insurance programme which comprises medical assistance financed from the funds of the obligatory medical assistance insurance. This is administered by the National Company of Medical Insurance. The sum of the fixed insurance contribution is established every year through the law (in 2006 the respective tax was 816 lei – approx. 65 USD).
Categories of exempt persons for whom the Government pays the insurance contribution:
1. Pre-school children;
2. Pupils ofprimary, secondary schools and lyceums;
3. Students of professional schools;
4. Student of secondary professional institutions (colleges), daily attendance;
5. Students of the higher educational institutions, daily attendance required;
6. Residents of the post university obligatory education;
7. Children up to 18 years old, who do not attend the school;
8. Pregnant women, parturient and those who already gave birth;
9. Disabled;
10. Pensioners;
11. Officially registered unemployed persons.
Private Health Insurance
No private health insurance schemes are available yet. Though the persons working in the International Organizations benefit of their Organization respective health insurance scheme
